Paul is a Chartered Public Finance Accountant (CPFA) with considerable experience in Local Government Finance, Housing and change management. Prior to becoming a Director of Resources Consultancy Limited in 2013 Paul was Chief Executive of Sandwell Homes Limited.
Paul commenced his role at Sandwell Homes in 2004 as Finance Director and Company Secretary and was a key member of the Executive Team that improved Sandwell Homes from a rating of 1 star and uncertain prospects in 2004 to 3 stars and excellent prospects in 2008. On becoming Chief Executive in 2010 Paul continued the drive for excellence achieving Social Landlord of the Year in 2010 and Social Housing Provider of the Year 2011. Paul had responsibility for 1,000 employees and £100m turnover.
Prior to joining Sandwell Homes Paul was Head of Financial Operations at Solihull MBC with responsibility for Accountancy, Financial Systems and Revenues & Benefits. Paul has a keen interest in technical finance participating in national discussions on capital finance, collection fund, housing revenue account and was an active member of the CIPFA Treasury Management Panel being a regular speaker at CIPFA training events.
Paul holds a Practising Certificate granted annually by the Chartered Institute of Public Finance & Accountancy (CIPFA) which requires compliance with the Institute's Standard of Professional Practice for Members in Public Practice (SoPP).
